TO THE CRPR FEE POLICY FOR 2008

A. Senior Center “Senior Calendar Partner” Policy
Starting in 2008, local businesses and healthcare professionals will be offered an advertising option
as “Senior Calendar Partner” for the published Senior Center activity calendars. To date, the open,
undated cells in the Annual Calendar have been sold to sponsors for $45 each. This policy is intended to
provide an approach which combines the visibility for both the annual and the monthly calendars. A fee of
$500 will enable one sponsor to reserve the specified promotional spaces for the selected month in the
following CRPR publications:
► for the Annual Senior Center Calendar, all undated “daily cells” plus the footer banner (1,000
copies of this calendar are printed for distribution in late-October; at least 10 will be provided to
each advertiser); and,
► for the monthly Senior Center Activity Calendar, one undated “daily cell” in the selected month
(Approx. 150 copies are printed and the document is provided to the CRPR website 2 weeks prior to
the start of each month).
The "Senior Calendar Partner" advertising package, as specified above, will be offered from
February through June. After 15 July the following advertising options will be offered:
(1) any unreserved "footer banners" in the Annual Calendar will be available for $300 per month; and/or,
(2) any available undated calendar cells in the Annual Calendar will be available for $50 per month.
For the monthly calendars, any undated cells will not be available unless part of a Senior Calendar Partner
package.
Proceeds of the sponsor program will be directed to offset the publication costs and to benefit the
programs and operations of the Senior Center. Centre Region Parks and Recreation reserves the right to
decline advertising to businesses or products that conflict with the mission of the Senior Center. Any such
action may be appealed to the CRPR Board at a regularly-scheduled monthly meetings. All advertising fees
must be paid in full within 30 days of the invoice from CRPR. The final deadline for all printing details in
annual calendar will be the 15 September. The sponsors will provide camera-ready ad copy in a
compatible, high-resolution format.
STAFF PROCESSING INFORMATION The position and number of the undated calendar cells will vary depending upon the beginning and
ending dates for each month. In the annual calendar, each month there will be 4 - 7 undated cells (1 ½"
x 2") plus the footer banner (10" x 2"). In the monthly calendar, the undated cell spaces measure 2" x 2
½". From February through June, advertisers can choose which month(s) they wish to sponsor, and the
annual and monthly calendars will be linked with the same, sole sponsor that month.
B. Aquatics: Pool Admission Fees 2008
These 2008 rates were approved in order to meet the revenue projections listed in the 2008 Budget - while
looking ahead to 2010 when both renewed pools will be open.

Notes:
(1) These rates were used by the consultants for their income projections for the renewed pools. A two-tier fee schedule for daily admissions (resident / non-resident) was also recommended by a number
of municipal officials for the renewed pools. Typically, an Agency ID card would be issued that
entitles residents to the discounted rate; this card could be used agency-wide (for more than pool
admissions).
(2) Staff will research ‘Family Pass’ options for the 2009 Fee Policy that will explore alternative ways to
provide discounts for multiple pass purchases (per resident household).
(3) Refunds: No refunds are provided. However, the Board approved that cash admission customers would be eligible for
“$2 Off Your Next Visit Coupons” if the pool was closed at anytime (no time deadline) during their visit.
Season Passholders, 10-Visit Pack patrons or Group Admissions are not eligible for the
coupons. The coupons are not transferable to another individual and expire at the end of the
current season. As in prior summers, a hand stamp will also be available upon request to permit same-day readmission with no additional charge.
(4) The agency reserves the right to require proof of residency for the Resident rates.

D. Sport Field Reservation Policy (new for 2008)
a. The purpose of this policy is to (1) better manage the high demand for public sportfield uses and
(2) to recover some of the costs associated with sportfield maintenance across the Centre Region.
This process is intended to operate similar to the Pavilion Reservation Policy - by posting an
informational sign beside the selected field(s) and issuing permits, but without posting a weekly
schedule at each field.
b. The seasonal request procedure will remain unchanged, although this reservation fee system will
only apply to sportfields available during the seasonable months:
All recreation-related requests must be submitted to CRPR in writing by a specific date prior to their
“season”:
WINTER (Jan-Mar): not applicable for field uses.
SPRING/SUMMER (Apr.-Aug.): March 1 application deadline.
FALL (Sept.-Dec.): August 1 application deadline.
c. The reservation system will include only “regional-use” sportfields (not “neighborhood” fields):

d. All other sportfield sites would be available for site-appropriate uses and permits at no charge, pending a review by CRPR staff of the activities and schedule proposed by the group.
e. The following procedures will apply during 2008 to reserve the specific sportfields at the 17 parks
listed above:
- If the requested field is available, a permit for a single, 4-hour use of the sportfield will be issued at
no charge. Use of the field would only be in compliance with municipal and agency regulations and
would be subject to weather-related cancellation.
- If a group wishes to reserve one or more fields in excess of one 4-hour block, a Reservation Fee of
$10 per field will be payable in advance.
- If the group wishes to reserve one or more fields for their entire “sport season,” the Reservation
Fee will be $100 per field per sport-season.
- A “Tournament Reservation Permit” of $100 per field per day is required for sport tournaments
involving the municipal parks - in lieu of the 4-hour block. The permit will be in addition to the
provisions of the CRPR Large Group Event Policy with respect to reimbursing CRPR for any event-related costs.
- The Reservation Permit holder must be a resident of a participating municipality, except that the
Director is authorized to waive this requirement for state-wide organizations.
- Each requesting organization must furnish in advance the required insurance certificates and
waivers.
- As with the pavilions, sportfield requests from State College Area School District-sponsored groups
will be waived for Monday through Friday (daytime and evening) uses during the school year (from
14-days prior to the opening of school through the last day of school for students). The standard
Reservation Fees will apply for other days. In all cases, SCASD must provide the necessary request
forms so that a Reservation Permit can be issued for each sportfield use.
- The agency will develop a process for weather-related cancellations and rescheduling.
The Reservation Permit reserves the facility for use by the group. It does not provide field lining, special
field preparations, bleacher relocations, pregame turf / infield grooming or any other special services. The
agency reserves the right to invoice the using group if their use damages the turf due to extended plan,
wet soil conditions, excessive litter, etc. This process and policy may then be refined or revised by the CRPR Board as necessary.
E. Community Garden Plots (rentals)
CRPR assumed the operation of the Tudek Park Community Gardens for CY 2007. The gardens were
established in 2005 by Jos. Banks and a group of volunteers. While Mr. Banks has not been involved
with the operation during 2007, some of those volunteers continue to assist as members of the “Tudek
Community Garden Coordinating Committee” (in an advisory capacity). This operation was accepted
under the premise that the gardeners would cover all direct costs. The following details are provided for
background:

The operation was funded by
the Tom Tudek Memorial
Trust and Ferguson Twp. |
The plots ended 2007 with a
deficit of approx. $1,791.
Earlier, staff recommended that
this deficit be repaid by the
gardens in the future. The
Coordinating Committee felt
that the deficit was solely the
responsibility of the Agency. The
committee felt that since the
expenses / costs were not
approved by them and, in their
opinion, not necessary, the
gardeners should not be
responsible to reimburse the
agency for the garden-related
costs with increased fees for
2008. |
Although not proposed by staff, the
committee strongly wishes to
maintain the same fees and
consider ways they can reduce
agency expenditures / labor costs
so there is no deficit (by additional
volunteering and other initiatives).
Following comments from a
member of the Coordinating
Committee and from Mr. Banks,
the Board approved retaining the
same fees for 2008. They also
directed that an official “Advisory
Committee” framework be
developed and implemented
similar to the Nature Center
Advisory Committee. |
F. Portable Public Address System
The agency owns a portable public address system that would cost over $1,300 to replace. It has
always been available for municipal uses, but during 2006 and 2007 has been requested numerous
times by other outside organizations. Since similar PA systems are also available for rent at commercial
rental stores, the following policy was approved for 2008:
• That the PA system be made available at no charge for public events directly organized and operated
by a Participating Municipality or the COG. The system must be picked up one day prior to the
event and be returned to the office no more than the one day after the event (or on the Monday
if a weekend event is involved).
• For all other public events, the system will be available only to events when a Participating
Municipality or the COG is a direct partner or a contributing sponsor. In this case a rental fee of
$50 for each 3-day (= 72 hour) period will apply, payable in advance. The unit must be
requested by a staff member of the municipality. The Director is authorized to increase the
authorized fee if additional time is involved.
In both cases, the borrowing municipality agrees to fully reimburse CRPR for all necessary repair or
replacement costs if the unit / accessories are stolen, returned damaged or not-operable.
