III. JOINT MEETING WITH THE “POOL RENEWAL ADVISORY COMMITTEE”
REGARDING THE PARK FOREST POOL RENEWAL:

- Consider comments and recommendations from the committee members
- Review the letters from the 5 municipal partners (Attachments #1-5)
- Conference call with Scott Hunsaker, Counsilman-Hunsaker. Mr Alan Popovich will also be
in attendance.
- Review the current “Pool Renewal Timeline” (Attachment #6)
- The Authority should consider an official authorization to:
(1) the consultants regarding their final preparations on the selected option, and
(2) the COG Ad Hoc Park Committee, who will be meeting on Thur., 17 Aug 06.
The final Master Site Plan, with the appropriate resolution, will then be available for
formal endorsement by the Authority at a Special Meeting on Monday, 28 Aug 06,
12:15PM in the COG Forum Room. The COG General Forum will then meet at
7:30PM that evening at the Patton Township Building to consider this
recommendation and act on their endorsement.
If so authorized by the Authority and the COG General Forum, a state grant
application will then be submitted by 29 Sep 06 (for construction which could begin in
August 2008). A public hearing may be held at the start of the August or September
CRRA meetings.
Our thanks to the committee members for their volunteer service for the two pool renewals.

VI. COMMITTEE REPORTS
- - The COG Ad Hoc Regional Park Committee: Roy Harpster & Ron Woodhead
• At their meeting on 17 Aug 06, the committee will review municipal comments on
the (1) COG Articles of Agreement for the Planning, Development & Operation of
Regional Parks, (2) The Ownership Agreement for Whitehall Road Parklands, and (3)
the Development Lease to permit COG to plan and develop the Oak Hall Parklands.
• Based upon the CRRA recommendation, they will also endorse one of the options for
the Park Forest Pool Renewal to the COG General Forum.
• The committee also discussed interactions with the Visitor’s Bureau regarding the
regional parks.
- Millbrook Marsh Nature Center Advisory Committee: Kathy Matason & Molly Hetrick
• The committee is planning to present a “Capital Campaign Update” to the COG
General Forum on 28 Aug 06.
• The committee has requested that the Authority again waive the nature center rental
fees (totaling $120 for the 7-hr. rental) for “Spring Creek Day 2006" by ClearWater
Conservancy on Sun., 17 Sep 06(Action)

VIII. COMMUNICATIONS
• State Grant Application Endorsement Request from Ferguson Township - Tudek Park.
Staff recommends endorsement of this proposal (Attachment #10) (Action)
IX. OLD BUSINESS
• State College Lions Youth Football requested storage at Haymarket Park. The group is
considering this written agreement with CRPR.(Attachment #11)
X. NEW BUSINESS
• 2007 Budget Process:
- 2007 Program Plan (Draft was distributed in June, which was then revised)
- 2007 Detailed Budget (Currently under development)
• New Facility Requests for 2007:
- Add to Pavilion Reservation System:
• Nittany View Park pavilion (approved by HT) and
• Fogleman Field pavilions (pending by CT).
Both were requested by CRPR staff.
- Proposed facility additions (26.5 acres) adjoining Tudek Park by Ferguson Twp. to
include the regional operation of:
1. Tudek Dog Park (to open in Sept.)
2. Community Garden Plots
3. Wooded area for walking trail and (future) picnic tables
4. Perimeter trail and farmed fields (the area that will be involved
with the proposed grant development project).
The Township expects to finalize the lease agreement from Tudek Park Trust
later in August. The proposal was distributed for the July meeting, and staff are
currently evaluating budget impacts in preparation for Board action in
September.
