            • COG Ad Hoc Regional Park Committee: Ron Woodhead

The committee met on 19 Apr 07 and began discussions about the possible structures of a standing Capital Committee. They will continue those discussions at their upcoming meeting on 17 May 07.

            • Millbrook Marsh Nature Center Advisory Committee: Kathy Matason

The committee met on 18 Apr 07 to hear a presentation by the PSU Center for Sustainability about their Master Site Plan and their future DCNR grant application. The committee will now be working on a recommendation about a possible Letter of Endorsement from the Authority to accompany that grant application to DCNR.

• On 16 Apr 07, Dr. Mawritz phoned to inquire about obtaining authorization to use the Haymarket Park Softball Field (Ferguson Twp.) for the official site of the SCASD High School JV Girl’s Softball games & practices for Spring 2008 & Spring 2009. If the proposal moves forward, a letter of proposal was requested so the Board could address the specifics of the proposal; a list of topics was provided by staff.

VII.     COMMUNICATIONS

CRRA awarded PA Conservation Corps grant by state. This grant application was authorized by the Authority in December and represents the 6th consecutive year of the annual grant awards. For 2007-2008, 13 sites were selected across the state on a competitive basis. The value of the grant is $103,000; the local cash cost to CRPR is $5,000. For the second year, the projects will be in partnership with the Mount Nittany Conservancy and will involve work in many parks and on Mount Nittany. A copy of the grant announcement is attached.                                     (Attachment # 4)

VIII.   OLD BUSINESS

• PARK FOREST POOL RENEWAL: It is hoped that a proposal can be presented to the Authority at the 14 Jun 07 meeting for architectural & engineering services for the construction project from Counsilman-Hunsaker and HP Architects, based upon the approved Master Site Plan from 2006.

• WELCH POOL RENEWAL

LAND LEASE: On 23 Apr 07, the Board of School Directors unanimously approved the land lease with CRRA for Welch Pool (the version authorized by the Authority in April). An executed copy of the lease is attached.(Attachment # 5)

MASTER SITE PLAN: As required to proceed with the Master Site Plan, the lease has been forwarded to PA DCNR so we can obtain authorization to engage the firms of Counsilman-Hunsaker and HP Architects for this project. It is hoped that a proposal can be presented to the Authority at the 14 Jun 07 meeting for planning services for the project.

IX.      NEW BUSINESS

            • MILLBROOK MARSH NATURE CENTER Capital Campaign

Dr. Rick Marboe will address the Authority with respect to the status of the Capital Campaign and a proposed schedule to proceed with the capital projects. Step One will be for the Authority to authorize staff to obtain a proposal for architectural services to finalize the plans for the proposed Spring Creek Education Building.(Action)
