V. COMMITTEE REPORTS
• COG Ad Hoc Regional Park Committee: Mr. Woodhead
The committee met on 17 May 07 and focused on the possible structure of a standing
Parks Capital Committee. The committee will prepare a letter to the COG Exec.
Committee regarding the future operations of that committee which will be provided to
the CRPR Board, when available. They will next meet on 19 Jul 07.
• Millbrook Marsh Nature Center Advisory Committee: Ms. Matason
While the committee did not meet in May, they were individually asked to review and
comment on the proposal from HP Architects for the Spring Creek Education Bldg.

VII. COMMUNICATIONS
• CRRA awarded Visitor’s Bureau Grant. This grant application for $15,000 was
authorized by the Authority in February. The $10,000 grant award is to complete the
planned (unpaved) parking areas at the nature center and represents the 5th consecutive
year of a Visitor’s Bureau grant award for the nature center. Matching funds will be
provided from the nature center capital campaign and Glenn O. Hawbaker Inc. A copy
of the grant letter is attached.(Attachment # 5)
VIII. OLD BUSINESS
• WELCH POOL RENEWAL
LAND LEASE: On the advice of the Authority Solicitor Terry Williams, it was
necessary to re-execute the land lease from SCASD to incorporate corrected insurance
coverage text requested by the District. The agreement will now be recorded at the
courthouse. For the record, Mr. Williams letter and the revised page are attached. (Attachment # 6A & 6B)
MASTER SITE PLAN: Now that the land lease has officially been approved by PA
DCNR, the Authority will be asked to act upon proposals for consultant services from
Counsilman-Hunsaker and HP Architects for this planning project. Those proposals,
based upon a Scope of Work developed by staff and approved by PA DCNR, are due
back by 10 Jun 07 and will be provided for Authority action at this meeting. It is noted
that a PA DCNR grant of $33,000 will be used to assist this project. (Available at meeting) (Action)
• PARK FOREST POOL RENEWAL: The consultants have also been asked to submit
proposals for architectural & engineering services for the construction project based
upon the approved Master Site Plan from 2006. The renewal schedule calls for
construction bids to be solicited in early-2008 and the actual construction to begin in
early-August 2008, pending approval by the participating municipalities. The costs for
these services may be applied to the PA DCNR grant of $350,000 for the entire
construction project. It is expected that the consultant proposals will be presented at
the July Authority meeting, and that the necessary planning meetings could then be
held while the Welch Pool Master Site Plan is being developed.
IX. NEW BUSINESS
• MILLBROOK MARSH NATURE CENTER Capital Campaign
Dr. Rick Marboe will address the Authority with respect to action on a proposal from HP
Architects for architectural services for the proposed Spring Creek Education Building at the
nature center. The proposal has been recommended for approval by 11 members of the 16-person MMNC Advisory Committee (5 members were not available). If approved, this
proposal would be fully funded by Capital Campaign funds. (Attachment # 7) (Action)
• 2006 AUDIT REPORT
The CY 2006 Audit Report for the Authority has been provided by the firm of Maher Drussel,
Pittsburgh. A supplemental letter from the Auditors is expected to arrive prior the meeting
date. When it arrives, the entire report will be distributed to the Authority for action. (Available at meeting) (Action)
