VIII.   OLD BUSINESS

• WELCH POOL RENEWAL

MASTER SITE PLAN SCHEDULE: In June the Authority approved service contracts with HP Architects and Counsilman-Hunsaker Associates to develop the Welch Pool Master Site Plan within the approved project budget. That action was contigent upon PA DCNR approval, which has since been granted (by phone). Written confirmation will be provided, but we may proceed. Accordingly, the attached schedule has been prepared for Authority review and comment.

• PARK FOREST POOL RENEWAL: During June the consultants also submitted a joint proposal for architectural & engineering services for the construction project. That proposal was forwarded to PA DCNR on 16 Jun 07. A phone call recently verified that the proposal has not yet been reviewed, so the Authority is not able to act until that approval or comment.

            • 2006 AUDIT REPORT

The CY 2006 Audit Report was distributed at the June meeting, along with a supplemental letter from the audit firm. The Authority is asked to comment and then officially acknowledge receipt of the report. (Action)

IX.      NEW BUSINESS

            • SportsLog Software Replacement: “THE ACTIVE NETWORK”

During 2006, the agency offered 769 recreation programs and special events, processed 892 pavilion reservations, and tracked 29,655 customer transactions totaling $672,067. In an effort to provide on-line registration and reservations directly by customers, it will be necessary to replace the current SportsLog software used since 1991. In 2004 the Authority approved an agreement to switch to the (developing) SportsLog “eTrak+” service. Unfortunately, the eTrak+ service quality has not warranted the transition. After reviewing on-line services currently offered by other vendors, staff recommends the motion listed below by the Authority. As with the e-Trak+ proposal, the costs associated with the service are funded by a Customer Service Fee based upon a percentage of revenue collected (except staff training costs invoiced on an hourly basis). “That staff be authorized to subscribe per The Active Network proposal and to schedule and implement a transition from SportsLog to the “The Active Network” service by Centre Region Parks & Recreation.”

• REGIONAL MAINTENANCE REQUESTS FOR 2008

In order to provide for annual budget development, the deadline to request regional maintenance services for new or expanded municipal parks is 30 Jun.

            For 2008, one request has been submitted by Patton Township for two park areas:

                        1.         Expanded facilities at Circleville Park to 23 acres total

                        2.         Ambleside Park (new) at 161 Ambleside Court with 7.14 acres

Park plans will be available at the meeting for review. If approved by the Board, CRPR would be responsible for 786 acres at 51 sites. Currently the agency operates 771 acres at 50 sites.

            The following motion may be considered:

“That CRPR be authorized to provide park and program services as requested by Patton Township to the expanded Circleville Park and to the new Ambleside Park in 2008 pending:

                        • completion of the current construction projects,

                        • official acceptance of the facilities by agency staff,

                        • that the facilities are open for public uses, and

                        • COG approval of the appropriate budget to provide those services in 2008.”

Note: Harris Township initially indicated that a 4-5 acre park (including “open space” areas) may be complete and ready at Liberty Hill during 2008. However, the developer has not provided a park construction schedule to the Township, so this consideration must wait until mid-2008 (for 2009 maintenance).
