III.      BOARD ORGANIZATION

Cindy Solic’s appointment by Patton Township will expire on 7 Jan 08. Since the Township has a ten-year service limit, they will name a new representative during January. Ms. Solic is completing her second 5-year term, having served on the Authority since January 1998, as Vice-Chair 2000-2003 and as Chair 2004-2007. Our sincere thanks to Cindy for her service to the Centre Region. The annual reorganization and election of officers for the Authority/ Board will be scheduled for 10 Jan 08.

• COG Ad Hoc Regional Park Committee: Mr. Harpster & Mr. Woodhead
The committee met on 29 Nov 07 to:
(1) hear updates on regional park / pool projects
(2) review the proposed RFP / Scope of Work for the Oak Hall Parkland Master Site Plan, and (FYI: the latest draft is Attachment # 3)
(3) consider a proposal from Harris Township to assure the continued operation of the Hess Softball Field Complex.
The next committee meeting will be on Thursday, 17 Jan 09.

• Millbrook Marsh Nature Center Advisory Committee: Ms. Hetrick
     The Advisory Committee met on 14 Nov 07. They will not meet in Dec.

• 2008 Agency Budgets: It is expected that the budgets recommended by the COG Finance Committee will be adopted. The municipal comments are attached for Board information; these comments will be addressed by the COG Finance Committee during 2008. • PARK FOREST POOL RENEWAL - PROJECT UPDATES:

       • Report on Patton Twp. Planning Commission review on 4 Dec 07: Todd Roth
       • Report on “Community Swimmer’s Meeting” on 10 Dec 07, 7:30 PM at Park Forest Middle School Cafeteria: Todd Roth
       • Reciprocal Parking Agreement with SCASD: Being prepared by the CRRA (Acting) Solicitor. When available, the draft will be distributed for Board review.

Once finalized, the plan requires a review by PA DCNR, an informational presentation to the School District and final approval by the Authority prior to being distributed to bidders in Mar. 2008

• WELCH POOL RENEWAL - MASTER SITE PLAN:

Report on Concept Option 3 confirmation by the COG General Forum on 26 Nov 07. A memo from Mr. Steff is attached                            (Attachment # 7)

It is expected that the final draft of the Master Site Plan will be presented to the Authority, the COG General Forum and the community in February. Staff have also started work on the Shared Parking Agreement with the School District, which is an integral part of the Welch Pool renewal.

• Consider Authority Resolution #4-2007 to enable the Authority to receive the $200,000 PA DCNR grant for the Millbrook Marsh Capital Campaign as previously authorized by the Centre County Commissioners. (Attachment # 9) (Action)

• Consider Authority Resolution #5-2007 to enable the Authority to apply for another annual PA Conservation Corp grant for July 2008 - June 2009 (Attachment # 10) (Action) If approved, this would be the 7th consecutive year of hosting a PCC crew.
